If you are looking for configurable, Opera and
Mozilla/Firefox are a
great deal more so than IE. Firefox's extension system
allows for a
great deal of additional features and configuration to
be added in -
and it is designed to be fairly easy to create more
when required.

IEs only real advantage is that a decreasing number of
websites were
designed only to work in IE, and that every windows
box already has
it(on that ground it is most certainly a good choice
for the lazy ;-).
