try this!!
 
If using XP go to programs menu   > Accessories > System tools  Scheduled Tasks  and delete that hot_plug  exe service by right clicking it and choosing delete
 
or altaernatively go to Start  > Run and in that tab  type MSCONFIG  and click OK
Under the SERVICES tab unclick the hot_plug line or command
Also Under STARTUP tab unclick the hot_plug command from the whole list and it will prompt yu to restart after clicking APPLY

Frnds,

  I am having an issue with my PC. When ever I start my PC, the process “hot_plug.exe” starts. It also starts “SERVICES.exe” process along with it. It occupies the CPU completely and I can hardly work. Does any one have any idea of what could be happening?

 

Currently, what I do is: As soon as I log on, I invoke the task manager and kill the process tree corresponding to hot_plug.exe. After doing this the system works fine.

 

OS: Win XP
